Main Purpose & Function
The successful candidate will report to the Manager of Technology Planning, is responsible for the ongoing upkeep and development of the City's Open Data program, and consults with stakeholder groups both internally and externally to understand open data requirements and opportunities and evaluates those against the City's business, legal and financial obligations. Co-ordinates the ongoing assessment, evaluation and publication of City data and takes a hands-on role in developing the internal technical processes required to extract and prepare data for publication.

Specific Duties & Responsibilities
Advances the City's open data program keeping it current with technology and consistent with community expectations, stakeholder needs and the City's goals and objectives. Promotes and advocates open data to the City and to the community and plans, co-ordinates and executes engagement activities and events both internally and externally. Assists with communicating open data strategy, policy and standards to the organization by writing and posting studies, results and successes to the intranet, through other publication media or oral presentations. Collaborates with other government agencies in finding ways to improve, share and optimize open data services? and standards. Proactively seeks out open data opportunities and performs business case modelling and financial analysis to obtain funding and prepare budgets. Conducts initial analysis and prioritization of requested datasets to determine suitability and timing for publishing. Leverages ETL and other technologies to develop internal processes required to extract data from source systems and transform and publish data in ways suitable for users. Continues to research ways to optimize these processes. Participates in developing and communicating recommendations to senior staff and governing bodies. Works with appropriate stakeholder groups to remove road blocks and prepare data for publication, escalates higher level issues to management for resolution where required. Manages community and stakeholder expectations around requests for data vs. the City's ability to provide. Maintains good working relationships with business stakeholders at all levels across the organization. Administers the City's open data technology platform and environment. Develops methods for tracking and documenting quantitative measures of open data and uses those to measure success and guide direction. Assists departmental business groups in preparing, documenting and cataloguing information in order to make information easily accessible to the community and other stakeholders. Other duties/responsibilities as required.

Qualifications
A Degree in Computer Science, or Business Administration, or related discipline, coupled with a background in data or information management, proven experience in project planning and co-ordination, stakeholder management and communication and negotiation.

Excellent analytical, writing, presentation and communication skills are required, as is extensive knowledge of current open data policies, trends and technologies. The successful candidate must be innovative, forward thinking and have the ability to bring groups with diverse opinions together to reach a consensus and to be an organizational leader and steward in open data. The successful candidate must also have excellent conflict resolution skills and be a strong leader and advocate of Open Government.

A solid understanding of ETL and related technologies as well as hands on experience with common database platforms including SQL Server and Oracle is required. Substantial knowledge of the City#s business systems and underlying data, transaction processing and information management practices as well as experience in effective collaboration with internal staff and external stakeholders is required. The successful candidate must also be proficient in the use of social media to communicate with diverse groups in the community.
