Commission: Norway cops botched Breivik response

2011: The nation looks to rally after a bombing and shooting spree leaves 77 people dead.

OSLO, Norway --?Norwegian authorities could have prevented or interrupted the bomb and gun attacks by a far-right fanatic that killed 77 people last year, a government appointed commission said Monday.

The long-awaited report into the July 22, 2011, attacks also said the domestic intelligence service could have done more to track down the gunman, but stopped short of saying it could have stopped him.


Anders Behring Breivik, 33, has admitted to the bombing of the government's headquarters in Oslo, which killed eight people, and the subsequent shooting spree at a youth camp that left 69 dead, more than half of them teenagers. He is currently awaiting sentencing.

While noting that the attacks "may be the most shocking and incomprehensible acts ever experienced in Norway," the 500-page report said the bombing "could have been prevented" if already adopted security measures had been implemented more effectively.

Breivik was able to park a van with a fertilizer bomb just outside the high-rise before he drove another car to the Labor Party's youth camp on Utoya, unhindered.

The report said that a car bomb "at the government complex and several coordinated attacks have been recurring scenarios in threat assessments as well as for safety analyses and exercise scenarios for many years."

Police blunders
The police response was also slowed down by a series of blunders, including flaws in communication systems and the breakdown of an overloaded boat carrying a police anti-terror unit. Meanwhile, Norway's only police helicopter was left unused, its crew on vacation. Breivik's shooting spree lasted for more than one hour before he surrendered to police.

The report said that a faster police response could have stopped Breivik's shooting spree earlier, but recognized that "hardly anyone could have imagined" the secondary attack on Utoya.

"Sadly, however, after repeated school massacres in other countries, an armed desperado who shoots adolescents is indeed conceivable ? also in Norway," it added.

Lawyers for Anders Behring Breivik warned Norwegians would find his statement to the Court upsetting. Breivik spoke of carrying out "the most spectacular and sophisticated attack on Europe since World War II." During his statement, Breivik showed no remorse and made no admission of guilt. Though Breivik has admitted the attacks, he rejected criminal guilt during his trial, saying his victims had betrayed their country by embracing a multicultural society.

Prosecutors have said there were doubts about his sanity and suggested Breivik be committed to compulsory psychiatric care instead of prison. A ruling is set for Aug. 24.

(AP) ? Gunmen detonated back-to-back roadside bombs and clashed with police in central Damascus Saturday in attacks that caused no damage but highlighted the ability of rebels to breach the intense security near President Bashar Assad's power bases.

The apparently coordinated blasts point to the increasing use of guerrilla-style operations in the capital to undermine the government's claims of having full control over Damascus. It also suggests that rebel cells have established a Damascus network capable of evading Assad's intelligence agents and slipping through security cordons.

Assad's regime, however, has displayed no hesitation on the battlefield despite blows such as Damascus attacks and defections of high-ranking military and political figures, including the prime minister earlier this week.

In Aleppo, activists said Syrian forces pressed ahead with an offensive to break rebel footholds in the nation's largest city. The London-based Syrian Observatory for Human Rights said a helicopter gunship fired missiles on apartment buildings a day after protesters begged for international shipments of anti-aircraft weapons.

With diplomatic efforts all but exhausted, strategic planning has moved into high gear for Assad's possible fall or worst-case scenarios if the civil war deepens, including use of his suspected chemical arsenal.

In Istanbul, U.S. Secretary of State Hillary Rodham Clinton and Turkey's foreign minister said their countries were creating a special joint task force to respond to potential crises such as victims of chemical attacks or a dramatic spike in the more than 200,000 refugees that have already fled Syria.

"We have been closely coordinating over the course of this conflict, but now we need to get into the real details of such operational planning. It needs to be across both of our governments," Clinton said after talks with Foreign Minister Ahmet Davutoglu.

Davutoglu hinted at the possibility of setting up a so-called "safe zone" inside Syria to protect war refugees from possible attacks by Assad's gunners or warplanes. "We need to brace for impact," he said.

The Arab League, meanwhile, announced that its foreign ministers will meet in an emergency session in Jiddah, Saudi Arabia, on Sunday to discuss the Syrian meltdown, which human rights groups say has claimed at least 20,000 lives. Some Arab states, led by Saudi Arabia and Qatar, are major rebel backers.

Syria's security forces say they pushed the rebels from the capital after intense, week-long battles last month. But opposition fighters appear resilient and resourceful in some areas.

On the capital's northern edge, Syrian forces pounded the suburb of al-Tal with mortars and artillery shells in the third consecutive day of government barrages, said Mohammed Saeed, an activist in al-Tal. He said they were using helicopters to strafe the area, adding that two hospitals were hit.

"The situation is very grave and the town is completely besieged," he said.

It came a day after armed men snatched three journalists from the pro-regime TV station Al-Ikhbariya and their drivers while they were covering the al-Tal violence. The station's general manager Imad Sarah said efforts were under way to release them. In June, gunmen raided Al-Ikhbariya's headquarters, killing seven employees.

The bombings in Damascus itself brought chaos to some of the most exclusive areas of the capital in a symbolic blow to Assad.

One blast ? from a device planted under a tree ? was set off by remote control as a vehicle carrying soldiers passed by in the Marjeh district, an official at the site of the blast site told The Associated Press, speaking on condition of anonymity because he was not authorized to talk the press.

The explosion, which caused no casualties, was about 100 yards (meters) from the Four Seasons, one of the top luxury hotels in Damascus.

After the blast, gunmen opened fire on civilians "to provoke panic," the state-run news agency SANA said.

At the same time, the second explosion went off near Tishrin Stadium, less than a half mile (kilometer) away, SANA reported.

Just hours later, SANA reported that a bus was attacked in a Damascus suburb, killing six passengers traveling from the central province of Hama.

The news agency said security agents were pursuing the attackers in all incidents, referring to them as "terrorists" ? the term authorities routinely use for rebels trying to topple Assad's regime.

Explosions in the capital have become increasingly common as Syria's civil war escalates. On Aug. 18, rebels carried out a sophisticated bombing of a regime security building that killed four members of Assad's inner circle.

Abductions, too, have been on the rise.

Syrian rebels last week seized a bus carrying 48 Iranians in a Damascus suburb. Rebels claimed the men are military personnel, including some members of Iran's powerful Revolutionary Guard, who were on a "reconnaissance mission" to help Assad's crackdown.

Iran, however, says the group was pilgrims visiting a Shiite shrine in Damascus.

A Paris-based Iranian opposition group challenged Tehran's account by claiming Saturday at least seven of the captives as active members of the Revolutionary Guard. The statement by the People's Mujahedeen Organization gave names and ranks ? ranging from brigadier general to colonel ? for those it claims are part of the group held by the Syrian rebels. The list describes all the alleged Revolutionary Guard members as being from Iran's West Azerbaijan region along the borders with Iraq and Turkey.

The opposition group's claims could not be independently verified. Iranian authorities had no immediate comment.

In Jordan, Canada's foreign minister called the worsening situation in Syria "tremendously horrifying" during a trip Saturday to Jordan's first refugee camp near its northern border with Syria. John Baird said Canada will donate $1.5 million to the World Food Program in Jordan and $2 million for medical supplies for doctors inside Syria.

Worries about spillover chaos from the Syrian civil war have been growing among neighboring countries, particularly in Lebanon where the mix of factions includes loyal Assad supporters such as Hezbollah and others.

Lebanon's official news agency said a military court indicted a pro-Syrian former minister along with one of Assad's top security aides of plotting to carry out terrorist attacks in Lebanon. The National News Agency says the indictment against Joseph Samaha, a former information minister, followed his arrest Thursday. Syrian Brig. Gen. Ali Mamlouk, appointed last month by Assad to head the National Security Council, was indicted in absentia.

Samaha is one of the most ardent Lebanese supporters of the Syrian regime. According to the indictment, Samaha allegedly plotted the assassination of political and religious figures in Lebanon using explosives furnished by Mamlouk.

But Ryan also tended to vote with the majority at that time, though he put forward unsuccessful proposals to privatize Social Security and made other budget-shrinking suggestions.

In 2008, he released his "Roadmap for America's Future," which described his sweeping vision for how to make America's main entitlement programs of Medicare, Social Security and Medicaid solvent. The plan made him a hero among conservative circles, and Ryan eventually remade it as his "Path to Prosperity" plan, which President Obama and Democrats have criticized for embracing tax cuts while cutting government programs that help the poor. (It wasn't just Democrats who criticized Ryan. While running for president, Newt Gingrich called Ryan's plan "right wing social engineering," which probably helped kill Gingrich's bid.)

President Obama actually helped raise Ryan's profile on the right by critiquing the Congressman's budget, and just last year, Ryan was?reportedly mulling his own run for president.

Ryan, an Ayn Rand fan, ably articulates a conservative vision for economic growth; a mark that Romney occasionally misses as he dodges the subject of his own personal wealth. "I think [Obama] looks at the economy as a fixed pie, and that it's government's role and duty to redistribute the slices in the name of equity versus our belief, which is 'Let's just grow the pie' and have an opportunity in our society for upward mobility ? a society defined by upward mobility, not equal outcomes," he told Esquire magazine last year. "Under our view, we want to make sure people can get the opportunity to make the most of their lives, but that necessarily means that under the kind of economic-freedom system that we have had, you will have different outcomes of people's lives. Ryan, who spent his early political career working for Kansas Sen. Sam Brownback and the late Republican Congressman Jack Kemp, grew up the fourth child in a Roman Catholic family in Janesville that has lived in the town for five generations. He worked in his family's construction business after earning his degree in economics and political science from Miami University in Ohio. His father died when he was only 16, which prompted soul-searching that led Ryan to discover the works of Rand, who is still an influence on him. He told the Milwaukee Journal Sentinel that his father's heart attack has also inspired him to be a fitness nut. He is also a bowhunter and enjoys fishing. Ghana's Mills called "man of peace" as nation mourns

ACCRA (Reuters) - A sea of Ghanaians clad in traditional red-and-black mourning cloth paid last respects on Friday to Ghana's late President John Atta Mills, who died suddenly after helping transform his nation into one of Africa's fastest growing economies.

More than a dozen heads of state, mainly from West Africa, and U.S. Secretary of State Hillary Clinton joined thousands of Mills's mourning countrymen in the seaside capital as his coffin was carried on a gun carriage followed by wreath bearers.

Some mourners, many of them weeping and holding pictures of the late president, had gathered before dawn in Accra's Independence Square to secure a spot for the funeral.

"I saw him some few times during his visits to our region. I heard him preach peace all the time in his speech. So I wanted very much to be here to bid him farewell," said 65-year-old Lawson Nartey, who was dressed in black with a red ribbon around his neck.

Mills, who had been due to stand for re-election in December, died suddenly on July 24. The cause of his death has not yet been disclosed.

Within hours, John Dramani Mahama, Mills's deputy, had been sworn-in by parliament as his replacement, removing concerns cover political instability seen elsewhere in Africa following the death in office of a sitting president.

"This is history, the first time we've lost a president in office, and I very much wanted to be part of it," said Robert Ananga, 40, who traveled from the northern city of Bolgatanga, some 850 km (510 miles) from Accra.

President Mahama, who spoke during the two-hour burial ceremony marked by Bible readings, prayers and singing, described Mills as a man who cemented stability in Ghana.

"I am in no doubt that the unifier and the man of peace that our late president was, in passing on to glory, will be a catalyst for our country to consolidate the peace and forge ahead in unity," Mahama said.

During his term, Mills was credited with guiding Ghana's transformation into the Gulf of Guinea's newest oil exporter, and overseeing one of Africa's fastest growing economies, which is already a major cocoa and gold producer.

The ruling National Democratic Congress (NDC) party has said?Mahama will be their candidate in elections still planned for December, with former Central Bank Governor Kwesi Amissah-Arthur set to be his running mate.

While West Africa has seen a number of coups and contested votes in recent years, the smooth transition after Mills's death comes after Ghana was also widely praised for the handling of the tight election in 2008 that brought Mills to power.

Nana Akufo-Addo, who Mills defeated in the 2008 vote, will take on Mahama in what is expected to be a close contest.

The swift nomination of Mahama appears to ease some concerns over a bitter contest within the NDC but analysts have flagged potential strains on Ghana's economy and the cedi currency of a year of election-related spending.

Russian prosecutor demands jail for punk protest

MOSCOW (Reuters) - A state prosecutor on Tuesday demanded a three-year jail term for three women from the punk band Pussy Riot, saying they had abused God when they stormed the altar of a Moscow cathedral and sang a "protest prayer" against the Russian Orthodox Church's close links to Vladimir Putin.

The case, in which the three are charged with hooliganism motivated by religious hatred, has outraged many Russian Orthodox believers.

But it has also caused an international outcry and focused attention on a crackdown on dissent since Putin returned to the presidency for a six-year term on May 7.

"The actions of the accomplices clearly show religious hatred and enmity," federal prosecutor Alexei Nikiforov said in closing arguments, watched by the women's lawyers, friends and family in the tiny courtroom.

"There was real mockery and humiliation directed at the people in the church," he said.

The defendants looked pale and tired as they sat silently in a glass and metal courtroom cage, two of them scribbling notes. Their lawyer said the demand for a prison sentence was disproportionate and shameful.

Nikiforov did not press the court for the maximum seven-year sentence. Putin said last week that Maria Alyokhina, 24, Nadezhda Tolokonnikova, 22, and Yekaterina Samutsevich, 29, had done "nothing good" but should not be judged too harshly.

But the prosecutor ignored pleas by the opposition and human rights groups not to seek jail terms over the profanity-laced protest, in which the trio, wearing balaclavas and short dresses, burst into the Christ the Saviour Cathedral and belted out a song urging the Virgin Mary to rid Russia of Putin.

"Using swear words in a church is an abuse of God," Nikiforov said.

He dismissed the defendants' argument that the protest was not intended to offend believers and was aimed at highlighting the church's support for Putin.

"The insult is not to Putin but to the social group of Orthodox Christian believers," he said.

Pussy Riot, an all-women group, formed last October in protest against Putin's domination of Russia and his plan, now fulfilled, to return to the Kremlin. He could also seek another six-year term as president when his current stint ends in 2018.

The band members see themselves as part of a protest movement that last winter organized the biggest demonstrations since the former KGB spy first rose to power in 2000, at times attracting crowds in Moscow of 100,000.

"This is a nightmare. Blood is pouring from my ears," defense lawyer Nikolai Polozov said in a message on a social network site after the prosecutor's demand for jail terms.

In a country where few believe in the independence of the judiciary, the Kremlin could hope to win support among some of its critics if the final sentences are relatively lenient. But this could offend church leaders.

It is not clear when sentence will be passed but it could be anytime this week.

The trio's protest also took aim at Patriarch Kirill, the head of the Russian Orthodox Church, and infuriated church leaders who have described Putin's 12-year rule as a "miracle of God" and described the women as doing the work of the devil.

The protest upset many Orthodox Christian believers for whom the Christ the Saviour Cathedral is a sacred place of worship and its pulpit a place reserved exclusively for priests.

The case has provided Putin, 59, with a chance to deepen his contacts with the Russian Orthodox Church, which has enjoyed a surge in support since the Soviet Union collapsed in 1991.

Opposition leaders say the trial is also part of a wider crackdown intended to silence Putin's critics and which also includes tightening checks on foreign-funded lobby groups, new controls on the Internet and big fines for protesters.

The case has caused an outcry abroad and international musicians including Madonna, Sting and Red Hot Chili Peppers have appealed for leniency.

"I hope they do not have to serve seven years in jail. That would be a tragedy," U.S. singer Madonna, in Moscow to perform a concert, told Reuters on Monday.
