Verizon doubles FiOS speeds to 300Mbps, thumb-twiddling waits are officially over

Image

Verizon's IP network traffic jam apparently wasn't that much of an issue, since it just kicked up the speeds for FiOS service by a notch... or ten. Unless you're a spendthrift sticking to the base 15Mbps plan, download speeds have more than doubled across the board -- including to an eye-watering 300Mbps if you opt for the costliest plan. Upload speeds aren't advancing quite so quickly, although those who spring for the two highest tiers will see their upload speeds crack 65Mbps. The fiber speed-up is being attributed to a flood of Internet video and cloud backups, both of which get downright reasonable at 300Mbps; Verizon figures that both a 2-hour HD movie download and a 10GB backup will finish in 22 minutes or less. Whether or not pricing will have changed will have to wait until the speed upgrades take effect in June. Somehow, we can't imagine a drop anytime soon in the $200 monthly outlay for the top tier.

Radioactive Fukushima tuna cross Pacific to US

Across the vast Pacific, the mighty bluefin tuna carried radioactive contamination that leaked from Japan's crippled nuclear plant to the shores of the United States 6,000 miles away ? the first time a huge migrating fish has been shown to carry radioactivity such a distance.

"We were frankly kind of startled," said Nicholas Fisher, one of the researchers reporting the findings online Monday in the Proceedings of the National Academy of Sciences.

The levels of radioactive cesium were 10 times higher than the amount measured in tuna off the California coast in previous years. But even so, that's still far below safe-to-eat limits set by the U.S. and Japanese governments.

Previously, smaller fish and plankton were found with elevated levels of radiation in Japanese waters after a magnitude-9 earthquake in March 2011 triggered a tsunami that badly damaged the Fukushima Dai-ichi reactors.

    5. 'Noah's Ark' built to save frogs in peril

But scientists did not expect the nuclear fallout to linger in huge fish that sail the world because such fish can metabolize and shed radioactive substances.

One of the largest and speediest fish, Pacific bluefin tuna can grow to 10 feet and weigh more than 1,000 pounds. They spawn off the Japan coast and swim east at breakneck speed to school in waters off California and the tip of Baja California, Mexico.

Japan: Fukushima nuclear pool not unstable

Five months after the Fukushima disaster, Fisher of Stony Brook University in New York and a team decided to test Pacific bluefin that were caught off the coast of San Diego. To their surprise, tissue samples from all 15 tuna captured contained levels of two radioactive substances ? ceisum-134 and cesium-137 ? that were higher than in previous catches.

To rule out the possibility that the radiation was carried by ocean currents or deposited in the sea through the atmosphere, the team also analyzed yellowfin tuna, found in the eastern Pacific, and bluefin that migrated to Southern California before the nuclear crisis. They found no trace of cesium-134 and only background levels of cesium-137 left over from nuclear weapons testing in the 1960s.

The results "are unequivocal. Fukushima was the source," said Ken Buesseler of the Woods Hole Oceanographic Institution, who had no role in the research.

Bluefin tuna absorbed radioactive cesium from swimming in contaminated waters and feeding on contaminated prey such as krill and squid, the scientists said. As the predators made the journey east, they shed some of the radiation through metabolism and as they grew larger. Even so, they weren't able to completely flush out all the contamination from their system.

"That's a big ocean. To swim across it and still retain these radionuclides is pretty amazing," Fisher said.

Pacific bluefin tuna are prized in Japan where a thin slice of the tender red meat prepared as sushi can fetch $24 per piece at top Tokyo restaurants. Japanese consume 80 percent of the world's Pacific and Atlantic bluefin tuna.

The real test of how radioactivity affects tuna populations comes this summer when researchers planned to repeat the study with a larger number of samples. Bluefin tuna that journeyed last year were exposed to radiation for about a month. The upcoming travelers have been swimming in radioactive waters for a longer period. How this will affect concentrations of contamination remains to be seen.

Now that scientists know that bluefin tuna can transport radiation, they also want to track the movements of other migratory species including sea turtles, sharks and seabirds.

Weather chief quits after misappropriation probe

By Isolde Raftery, msnbc.com

Editor's Note: This story has been updated to clarify that there were two separate reports - an internal inquiry into alleged misappropriation of funds at the National Weather Service and an external inspector general's report into alleged misappropriation at NOAA.

Updated at 12:49.m. ET Monday: The director of the National Weather Service has stepped down after an internal investigation concluded that the federal agency misappropriated millions in taxpayer dollars.

Jack Hayes retired on Friday, a day after the head of the weather service?s parent agency, the National Oceanic and Atmospheric Administration, issued a memo spelling out the results of an investigation into allegations of mismanagement of funds.

This follows on the heels of a separate external investigation into NOAA that says the administration misappropriated $43.8 million by giving bonuses and extensions to contractors without proper justification.

In the weather service inquiry, the memo by NOAA Administrator Jane Lubchenco said investigators found evidence that weather service employees at its headquarters inappropriately ?reprogrammed? funds in 2010 and 2011 by moving millions of dollars in program accounts and redirecting them to 122 weather service offices across the country.

According to the memo:

?The Investigative Team found that NWS employees engaged in the reprogramming of NWS funds without Congressional notification during the years in question. These actions may be a violation of the Anti-Deficiency Act. The Team also found failure of management and oversight by NWS leadership. In addition, the Team found significant problems with budget and financial controls at the National Weather Service and that Departmental financial and management controls were ineffective at detecting or preventing this inappropriate reprogramming.

Importantly, the Team did not find any evidence that any NWS employee committed fraud or received personal financial gain through their actions. This fact does not excuse, or reduce the seriousness of the employees? actions.?

NOAA announced on Friday that Hayes was retiring and that Laura Furgione has been named acting assistant administrator of the weather service.

The investigative report recommends that weather offices be fully funded, that supervisory structure of NWS be restructured to provide additional oversight, and that the budget process be reformed to allow staff to raise substantive concerns about prioritization and long-term planning.

?The deeply troubling revelation that senior staff at the National Weather Service, which provides indispensable storm and weather forecasting, have been conducting improper and potentially illegal transfers of taxpayers? money is unacceptable,? Sen. Olympia Snowe, the ranking member of Oceans, Atmosphere, Fisheries and Coast Guard subcommittee, said in a statement Friday.

?I am further alarmed that the investigative report raises fundamental concerns that the core operations of the National Weather Service are underfunded, and that the current process in the Department of Commerce is broken, as it ?did not encourage questioning or provide independent channels for reporting dubious budget decisions,?? Snowe stated.

NOAA spokesman Scott Smullen said in a statement:

?NOAA and department leadership will continue to work with the Inspector General?s office and members of Congress to ensure that processes are put in place to restore proper oversight, that funds are properly reprogrammed, and that all individuals responsible for these unauthorized transactions are held accountable.

?In addition, Commerce leadership is initiating department-wide actions to bring more rigor and transparency to the budget formulation and execution process at the sub-bureau level, as well as provide more training to managers on how to address complaints in a timely and appropriate manner."

Separately, an Office of the Inspector General report released May 18 said NOAA paid nearly $44 million in award fees or contract extensions without proper justification.

NOAA officials could not, for example, provide written explanation for why they paid $303,000 in awards on a $10 million contract to upgrade personnel and equipment for a satellite operations control center, the report says.

An $80 million contract for the National Weather Service's river, flood and drough forecasting?specified that the contract had to be evaluated annually. But the board assigned to evauate the contract never met, the report says, nor had a chairperson been assigned.

Even so, auditors found that the contract was renewed five times to the tune of $40 million.

Of the nine contractors, NOAA gave eight high ratings, which allowed contractors to reap "substantial award fees," the report say As a result, auditors concluded that NOAA's pay system "provided little incentive for contractors to excel in executingtheir contracts."

If you are about to hire a company to develop back links to your site it is important that you make sure they know what they can be doing. There are serious consequences to with a service that does the responsibility in an improper fashion. The good news is it's not all that hard to inform how good a company is a building links, all you have to do is take a examine their own site. If they have done an undesirable job of building links on their own site it is unlikely that they can do any better with all your site.

The reason that you need to make sure that the firm that you hire to produce links to your site knows what they are doing is that if the job is not done correctly it could actually really damage your online site. The consequences can be much more serious than simply not necessarily getting many visitors from the major search engines. If they believe that there is built links in an improper way they are able to remove your site from the search results entirely to make sure that nobody can ever realize its. When this happens your site basically becomes useless. The first thing that you're going to want to look at when you are trying to determine whether or not a company has done a superb job of building back links is to examine their own site to find how it ranks in the search engines. After all the whole point producing links is to get their site to rank better, if their link building haven't succeeded at getting their site to rank well it can be a pretty good sign they don't know what they are doing. In addition to checking on how the site of the company you are looking at ranks you are also going to want to examine the type of links they have acquired. These days where the link comes from matters upwards of how many you have. It is important make sure that the link building service that you hire knows the best way the good links. If all they have pointing at their internet site are links from places like forums and blog comments they are not the kind of company that you wish to hire. If you have reviewed their site and they rank well and they have a good website link structure they are somebody you should look at hiring. You will however still want to take time to talk to them about how they will build links for your site. You want to make sure that you are on the same page about your needs and that they are going to do as good a job for you as that they did for themselves.

. If you think regarding the many keywords you used the marketing of your enterprise ideas, you get a perception about how multidimensional task is a link building. And not necessarily a quick process, nevertheless needs thinking. Here are generally some requirements.

 1. You have to know The Various Benefits You will be Marketing. Let me take one example. My site is selling web business ideas from a extensive area - affiliate applications, data entry jobs, organizing, AdSense ad information, Kindle people etc, etc. Depending relating to the keyword I am using, the message is slightly or completely different. When I send a contact to some authority site and ask a link back to help my site, I have to present an advantage to your webmaster. Why would he allow me to get a link? Properly, the only answer is, that he thinks to benefit from that. And that opinion depends totally en route, how I can encourage him. If the site carries a high PR, the webmaster gets linking proposals a lot, so I have to be able to stand out from the crowd using a taylor made message. 2. The Question Is Regarding the Creative Link Marketing. Like in all marketing of the online business ideas, so also in link marketing, you ought to be creative. And that will probably be worth it, because one PUBLIC REALTIONS 8 link is vital. The question is about link marketing, which ensures that this unique activity needs a unique marketing plan. To be creative you would like personal tools, content, widgets or even cartoons. 3. Your Repetition Works Also Here. The repetition may be the mother of all successful communications. When you want to market your enterprise ideas powerfully, you need to get links. It is not wise to ask a link with merely one email, but to generate a multistep campaign, where you first send some emails, which do not inquire anything, they just build up awareness and trust. Only the final email includes a ethical question, if they wish to place your link on the site. You offer a ready made hyperlink with the anchor text, to help it become easy. All material must be of an exceptional. several. The More Taylor Made Your Messages Are, Better Response You Get. The webmasters want to hear, how their sites can benefit from yours. Now, to be able to do this, you want to do your home work. Do not send the same message to everyone presenting your websites benefits. Write every email condition by case and considering how, that the respondent spots, that you know the key points from their online site. And tell them, what they get out of your link. So to develop links from high PR sites to internet site ideas site, you must plan this activity being a separate campaign. And why not. When I follow my site traffic from Google Analytics, I can see, how well the best keywords bring targeted traffic. And all links from authority sites improve the ranking of my site in the keyword result page, which you have used as an anchor text.

. Links are the underlined words or sentences which you could click on to take you to another web page.

Inbound links Incoming or incoming links happen when other websites link to your website. These are the most valuable sort of links to have for seo (SEO) purposes, as the more inbound links you must your site, the more Google (or other search engines like yahoo) will see it as an 'authority' site and rank it accordingly. The quality with the websites linking to yours are also important - if they can be authority sites in independently, their links will be even more valuable. A link to your website on the BBC, for example, would be great for SEO. The easiest method to gain incoming links is to provide great content on your site. If you give people great information for free, they will link to it of their own accord. Another method to create good inbound links for your site is to generate articles and distribute them to article directories, like EzineArticles. For those who have a blog, you may also create good inbound one-way links by writing guest discussions for other people's blogs and forums. You may well link within your own site by providing links to different pages and different pieces of content, applying appropriate keywords. Building good links for a site takes time. Just how long your website has been established will likewise help its ranking in the search engines - older websites tend to be ranked more highly as compared to newer ones. Whenever you begin to build a website, you will no hesitation be contacted by people offering to swap links along with you. It's up to you whether you should do this, but I would certainly check out the websites of anyone offering to link to you. It's not the done thing to ask for link swaps, by the way, so don't feel poor about ignoring their requests. I just delete them unread, I'm afraid. Worse will be the 'link farms' where you pay money to own your links added to your directory. Avoid like the problem - it'll do practically nothing for your SEO and will be a total waste of cash. Outgoing one-way links It's where you link to other sites from your website. One way feel free to use this for SEO purposes is to use keywords in the actual text you use to link. For case, if you were writing a promotional piece of content about buying antique dog bowls out of your e-shop (for case), you would use a words buy vintage dog bowls here as the linking text to take customers for a e-shop. This then stands a possibility of being ranked by Google for individuals searching for places to purchase antique dog bowls, which translates to mean more potential traffic (customers) for your site.

. We all know that building backlinks is among the most most important things that you can do when you are inside game of SEO. One-way links and link authority, and on-page SEO, are everyday materials dynamic ways that you can build traffic to your websites.

Learning how to build a link wheel for each one of your Affiliate marketing campaigns offers you an edge for several reasons.
  • Reason # 1 - You'll have a plan every time you have a seat to work since you know what links are yet to become built.
  • Reason # two - The backlink pattern that you make when you build a link wheel increases PR and authority for all of your current backlinks.
  • Reason # 3 - Often times on account of building links this approach, many of the "spokes" in your wheel will also show up first page.
Developing a Link Wheel Step one The first step is to build your primary site, this will be the main content driven page plus your sales page. Personally I will host a domain for this page but if you are into the bum marketing side of things you should use a website that will allow your internet-site to have multiple internet pages. Build this site using unique content, actually, build every site inside wheel with unique content. Don't cut corners. Once you have your main site built wish to make 3 satellite pages (to any extent further I will refer for many years as level 2 sites) that will link directly to your primary site. These should be your web 2 .. 0 properties such as, squidoo, blogger, hubpages etc. Developing a Link Wheel Step 2 After you have built all of ones level 2 sites it is time to concentrate on level 3. Each to your level 2 sites will need to have 3 satellites that link directly to them. I recommend applying sites like ArticleBase, Selection 101, EzineArticles, etc. Both of those sites will get two outbound links. Anyone to a level 2 site and one to another level 3 site. As you will be building a link table network as described above you want to make sure that you wait until ones page gets ranked before you link anything to it, and I would also only link no greater than 4 in one day. You can build the many sites in one day, however take your time linking these together.

. When it comes to getting your website noticed one of the best ways is through other sites linking back to you. Getting other sites to help link back though isn't usually easy. For example you might not have a high enough page rank, or no page rank even to attract other webmasters to want to link to you. One way you can create relevant links that are "do follow" are one way back links without any kind of hassle, is to create a link wheel.

A link wheel is a grouping of other sites such as Blogger, WordPress, or Hubpages to name a couple examples which happen to have relevant content and link back to your main site. To make a link wheel do the following: 1. The first thing you want to do is write an report. It doesn't matter what the article is about, what matters is that the article will serve for a template that you're about to use for your many other sites. You want to stay away from copying and pasting the same content regularly, you want each post unique. Otherwise you can get penalized for having duplicate content and your search engine results positioning will suffer for it. 2. Once you've written your article you want to pick out a few sites that you're about to create posts on. Pc complexity of the link wheel you intend to create you have many sites in the wheel. Once you pick which sites you want to post on, create accounts for each of those web-sites. 3. Post an article on each site benefits of the template article. Each article has to have one link that goes back to your target online site (website) and one link that points even to another post you created for your link wheel. It's important that you don't link them the best way. 4. Once you've created your articles and their linked appropriately then you definitely want to link these phones social networking sites and ping these phones get those articles together with posts indexed quickly. In the event the search bots crawl a lot of these articles they'll find your links linking oh no- your original site and crawl it to boot.

. Link building is essential in today's internet sector. Without good quality one-way links to your website yahoo will hardly even discover you. The most crucial purpose of these links is to get higher ranking with yahoo when someone types in the relevant keyword phrase.

These are basically links aimed at your website (any page) pointing to relevant content. There are plenty of strategies to actually obtain these back-links. The typical methods are to write good sales copy, articles and the most popular today, making videos. The most important thing to remember is the internet must be relevant to the keywords used in that search. Next you'll want back-links pointing to relevant content on the web pages. Then last but not necessarily least, it has to be good content. The better it is the more likely your one-way links could go viral, meaning more links and so on. People cannot express how important good quality content is. Keep in mind, once your content is helpful and is giving people what they want you would likely acquire many quality back-links aimed at your website. Then once you'll be able to create quality content you might want to create a lot from it. Don't give up quality for quantity however, this is important. Typically quality content ought to be added to your directories on a regular basis. When time becomes an issue you simply outsource this article. People manage and review a person who before submitting articles, video tutorials and sales copy. Today there are actually online virtual assistants that with your direction, can actually deliver the quality of quality content you will be successful online. More or less everything equates to traffic age bracket which no successful web business can do without. When it comes to internet market strategies we have much more free information on some of our website. To be happy online one needs to take the time to learn and use internet marketing skills. cheap seo, cheap linkbuilding

The dumb report on congressional dumbness

Are conservatives stupider than liberals?

That?s one way to read the lively parlor-game data released this week by The Sunlight Foundation, a six-year-old educational concern that attempts to make government more transparent. Sunlight?s report?which assigned grade levels to how members of Congress talk?revealed that the most right-wing of our representatives express themselves, on average, at the lowest grade level in Congress.

?No abortion,? you can imagine these simple-minded conservatives saying. ?It is bad.?

According to the report, Democrats have a more sophisticated way of expressing themselves. Democrats evidently use multi-syllabic words ? like ?moreover? ? and more complex sentence structure than their colleagues on the right. Replete with internal clauses ? the ones that can throw off listeners and muddy a point ? the rococo stylings of Democrats evidently go hand-in-hand with the promotion of their pet causes, like universal health care and of course their longstanding war on antidisestablishmentarianism.

Republicans dominate the extremes of the list ? both the speaker at the highest level and the one at the lowest are members of the GOP. Their average grade level is 10.4; that of Democrats is 10.8. Sunlight has also made a point to say that eloquence, or verbal complexity, anyway, is on the wane among lawmakers. Congress as a whole now apparently speaks like high school sophomores, one grade level lower than it did in 2005.

I like the foundation?s freestyle, groundless and yet stirring account of why this might be so: ?Perhaps it reflects lawmakers speaking more in talking points, and increasingly packaging their floor speeches for YouTube. Gone, perhaps, are the golden days when legislators spoke to persuade each other, thoughtfully wrestled with complex policy trade-offs, and regularly quoted Shakespeare.?

If you skim Sunlight?s findings, and bring to them a sporting quotient of party prejudice, you might conclude that Republicans are, say, ?idiots? and Democrats are, oh, ?showoffs.? To use the pre-K-level idiom preferred by the biased twerp in each of us.

If, however, you listen to a sampler of speeches by various congresspeople at a range of oration grade-levels, you might find something completely different. I listened to Daniel Lungren, whose speech at grade 16.01 (first week of summer school after college graduation?) outranks every other congressperson, give a Memorial Day greeting in 2009. (The Sunlight report analyzes each figure?s speeches since 1996.)

Lungren, a Republican from California, sounded low-key? and didn?t stutter, but he repeatedly used the euphemism ?fallen? instead of ?died.? Trying to get choked up and earnest about the Civil War dead ? the Civil War ?fallen? ? he sounded fakey and insincere.

I also listened to John ?Mick? Mulvaney, a Republican from South Carolina, who is the low man on the grade-level totem pole. He is said to speak at a 7th-grade level.

Like many English Ph.D.s who have taught writing to undergraduates, I was ready to condescendingly award this kid points for ?clarity? and ?forthrightness? while privately calling him illiterate. But no such condescension occurred to me once he started to talk. Mulvaney is terrific ? a natural orator who toggles nimbly between irony and seriousness, doesn?t miss a note and ? unlike most seasoned politicians ? never goes on rhetorical autopilot. He stays in the room; his emotions in the moment color his speech; and he responds to his audience.

After thanking the organizers of the June 8, 2011, town hall meeting in Lake Wylie, South Carolina, Mulvaney ? in a deceptively casual and even self-deprecating way ? elegantly prevented boredom by setting the stage for a short, engaged talk with a clear timeframe. He sowed anticipation in the audience for a spirited Q&A. He set people thinking about their questions and set up a reward system for attention-paying. And he unobtrusively laid out the topics of his speech. That is rhetoric.

?Basically, it?s about half an hour?s worth of information that we?ll go over. And then at the end I?ll shut up and answer questions for pretty much as long as you all want to sit around. I think when we did this in Rock Hill, we did questions for almost an hour and a half, maybe two hours. And I will take all of the questions. There are folks here who want to talk today about Medicare and Medicaid. There?s folks who want to talk about defense spending. I will answer all the questions that I can possibly answer.?

Mulvaney was an Honors Scholar at the Georgetown School of Foreign Service; he attended Harvard Business School; and he got a law degree from the University of North Carolina at Chapel Hill. This is the man that the Sunlight Foundation now says uses the diction and syntax of a seventh-grader? The least evolved speaker in Congress?
?
Something is flawed here. I?m beginning to think that the Flesch-Kincaid test, which invented the ?reads at an nth-grade-level? metric, is a crock.

Rudolf Flesch was an Austrian who emigrated to the United States, advocated phonics in the teaching of English, and published ?Why Johnny Can?t Read? in 1955. In the 1970s, he and J. Peter Kincaid, a psychologist and Navy scientist, first created their readability test for the military?s use with technical manuals.

The notoriously opaque U.S. Constitution merits a whopping 17.8 grade level, and the Federalist Papers come in at 17.1. Oh well sorreeee you fancy founding documents of the Republic!

On the other end of the scale, the Gettysburg Address lands at an 11.2 grade level. ?I Have a Dream? gets the grade of a freshman: 9.4.?

Feeling as though I could now face the test myself, I plugged this column into a Flesch-Kincaid readability index calculator. It came in at grade 11 ? slightly below Lincoln at Gettysburg but safely above Martin Luther King Jr. and ?I Have a Dream.?

I?m better than King. Somehow I?m not convinced.
