Venezuela's parliament launches probe into Capriles

CARACAS (Reuters) - Venezuela's government-controlled parliament on Wednesday set up an inquiry into violence over its disputed election that authorities blame on opposition leader Henrique Capriles.

Nine people died and dozens were injured after opposition protests against Nicolas Maduro's narrow April 14 presidential poll win turned violent around the South American nation.

The government asserted that the unrest was evidence the opposition was planning a coup. Capriles' camp has rejected that, saying officials have exaggerated the violence and have tried to use deaths from common crimes to bolster the toll discredit the opposition.

"The government is desperately sowing lies," said Capriles, who called supporters onto the streets after the disputed election results, but has since urged only peaceful protests.

The National Assembly said on Twitter that a special committee would begin meeting on Monday to investigate the violence. "The commission will determine responsibility for violent actions directed by Capriles," it said.

Government legislator Pedro Carreno, who will head the committee that does not include any opposition parliamentarians, called Capriles a "murderer" during Wednesday's announcement.

"Sooner rather than later, he will have to pay for those crimes," Carreno said, describing the death of an 11-year-old girl as the result of "fascism."

Inside Venezuela, reports of the violence have varied, with state media painting an image of pro-opposition mobs burning government offices and health facilities. The opposition media quoted family members of victims saying that some of the deaths had nothing to do with the political tensions.

In a sustained assault against Capriles from numerous senior officials, National Assembly head Diosdado Cabello called him a "fascist murderer," while Prisons Minister Iris Varela said a jail cell and rehabilitation therapies awaited him.

Capriles, a 40-year-old state governor who promises Brazilian-style pro-business policies mixed with strong social protections, confounded opinion polls to run a close finish against Maduro in the election to succeed late socialist leader Hugo Chavez.

Despite an initial large gap in the polls, emotion around the death of Chavez who had endorsed him as successor as well as a powerful state apparatus behind his election campaign, Maduro won by less than 2 percentage points.

Capriles said the ballot was marred by thousands of irregularities, including intimidation of voters at poll centers, and demanded a recount.

The election board is carrying out a partial audit but has said that will not change the result.

Both Maduro and Capriles have called on supporters to march again on May 1 in another potential flashpoint for the OPEC nation of 29 million people.

"The government spokesmen don't understand that threatening Capriles, the leader of half the country, means threatening the trust of more than 7.5 million Venezuelans," said opposition leader Antonio Ledezma.

"They'll have to turn all the football and baseball stadiums into concentration camps because they'll have to jail millions of Venezuelans who are going to stand with Capriles."

In 2004, Capriles was jailed for four months after being accused of stirring up violence during a protest at the Cuban embassy two years earlier. He denied the accusation, saying he was mediating there. The case was set aside.

Todd Harrell is a free man for now.?The 3 Doors Down bassist has been released from jail on a $100,000 bond after being charged with vehicular homicide for allegedly causing a fatal crash in Nashville late Friday night while under the influence, E! News confirmed Tuesday.

Harrell, 41, is reportedly due in court on Thursday.

According to the Nashville Police Department, Harrell was speeding on the I-40 highway in his 2011 Cadillac CTS when he clipped a 2003 Ford F-150 truck, which then struck a guardrail, skidded down an embankment and overturned. The driver of the truck, Paul Howard Shoulders, Jr., died a short time later at a nearby hospital.

Harrell told authorities that he had been drinking hard cider that night and had taken the prescription drugs Lortab and Xanax, police said. He is also charged with bringing controlled substances into a jail after a search allegedly turned up Oxycodone, Xanax and Oxymorphone pills in a plastic bag stuffed in his sock.

Following his arrest, 3 Doors Down announced that they were canceling four upcoming shows and would not resume performing until May 31 in Moscow.

Group calls on China to improve Internet security

BEIJING (AP) ? An American business group appealed to China on Wednesday to improve online security and ease restrictions on Web use by companies, warning that deteriorating access speeds might discourage foreign investment.

The American Chamber of Commerce suggested the Chinese government could speed up Internet access by permitting some companies to circumvent its extensive system of Web filters.

"When we compare the Internet in China to the Internet as it exists in other countries such as South Korea or the European Union or the United States, what we see is that it is significantly slower. It is also less reliable and less secure," said the chamber's president, Christian Murck.

Beijing's Internet controls and attitude toward data security have become politically sensitive after Mandiant, an American security firm, released a report in February on a wave of hacking attacks against U.S. companies it said were traced to a Chinese military cyberwarfare unit.

The American chamber warned that while two-thirds of its member companies use cloud computing, the number willing to base those operations in China has declined to below 50 percent due to security concerns.

In an annual "white paper" on policy recommendations, the chamber appealed to Chinese authorities to repeal restrictions imposed in 1999 on use of foreign encryption and security technology for sensitive data.

China has the world's biggest population of Internet users, with 564 million people online at the end of last year.

The government encourages Web use for business and education but tries to block access to material deemed subversive using filters that slow access and prompt widespread complaints.

The American chamber said its member companies have "noted deterioration in access speeds" to websites outside China and warned that will "eventually discourage investment in China."

It suggested Chinese authorities might certify companies that would be allowed high-speed international access that circumvents the filters. It said those companies might promise to use such networks only for business-related correspondence.

The chamber also appealed to Beijing to increase the size of stakes foreign investors are allowed to own in Chinese Internet and data storage companies.

It warned that security policies that "diverge from global practices" might hamper China's development and appealed to the government to embrace international standards.

U.S. officials are pressing Beijing to help combat Internet-based industrial spying. Pressure increased following the Mandiant report, which said a wave of attacks were traced to a building in Shanghai that is occupied by a Chinese military cyberwarfare unit. The attacks have prompted threats of commercial sanctions by Washington.

An American undersecretary of state, Robert Hormats, warned during a visit to Beijing this month that hacking from China was undermining its relations with Washington.

The newly proposed scientific project to understand the most complicated 3 pounds of material in the world the human brain is the topic of an article in the current edition of Chemical & Engineering News, the weekly newsmagazine of the American Chemical Society, the world's largest scientific society.

In the article, Lauren Wolf, C&EN associate editor, focuses on the Brain Research through Advancing Innovative Neurotechnologies (BRAIN) initiative, previously known as the Brain Activity Map project, which President Barack Obama announced earlier in April. Sometimes compared to the Human Genome Project in its scope and potential impact on medicine, BRAIN would enlist teams of scientists to develop the technology for an unprecedented new understanding of how the brain works. It could establish the basis for new treatments for clinical depression, autism, schizophrenia, Parkinson's and other brain conditions.

The article explains the emerging realization that thoughts, memories, consciousness and brain disorders result from communication among networks of nerve cells, or neurons, in the brain. An estimated 80 billion of those cells with 100 trillion interconnections complicate the task of understanding brain activity. Until now, scientists have been able to study the activities of only a relative handful of neurons at a time. Taking the next big step in understanding the brain requires new tools, which BRAIN would supply, to listen to conversations among millions of neurons.

WASHINGTON U. ? ST. LOUIS (US) ? The decoded genome of a popular aquarium fish could help explain why they are prone to developing melanomas and how they evolved a set of complex behaviors.

Among scientists, the fish are meticulously studied for their tendency to develop melanoma and for other attributes more common to mammals, like courting prospective mates and giving birth to live young.

Known scientifically as Xiphophorus maculatus, platyfish sport a variety of spectacular colors?brilliant oranges, yellows, and lovely iridescent silver?and myriad striped and speckled patterns. And when melanomas develop, they are easy to spot, even to an untrained eye.

?In platyfish, melanomas typically develop as black splotches along the tail and fins,? says senior author Wesley Warren, a geneticist at Washington University in St. Louis?s Genome Institute. ?These fish are an ideal model for exploring the many unknowns of cancer, including how, when, and where it develops in the body as well as its severity.?

An international team sequenced and analyzed the platyfish genome. Their findings are available online in Nature Genetics.

?Now that we have the genome in hand, we can tease apart the way genes interact with one another to cause melanoma,? says co-lead author Manfred Schartl, of the University of W?rzburg in Germany. ?Just as in human melanoma, genes that play a role in pigment cells also influence the development of melanoma in platyfish.?

The platyfish genome includes some 20,000 genes, roughly the same number found in the human genome. But unlike humans and other mammals, the chromosomes of the platyfish, like those in other fish, have remained remarkably intact over some 200 million years of evolution.

?It?s very much a mystery as to why these chromosomes are so structurally similar among fish species over long time periods of evolution because they live in vastly different aquatic environments,? says Warren.

The platyfish is a prolific breeder. But while most fish lay eggs, platyfish females give birth to live young, often in broods of more than 100.

Complex genome, complex behaviors

Comparing the genes of platyfish to those in mice and other mammals that give birth to their young, the scientists found a number of altered genes in the fish involved in live-bearing birth.

?Surprisingly, we found that the platyfish retain some yolk-related genes typically found in fish that lay eggs to produce their offspring, and genes involved in placenta function and egg fertilization displayed unique molecular changes,? says co-lead author Ron Walter of Texas State University.

While humans are known for their higher-level thinking and behaviors, platyfish and other fish have evolved their own set of complex behaviors, like courting, schooling, and avoiding predators that far exceed the abilities of amphibians, reptiles, and other lower vertebrates.

Looking through the platyfish genome, the researchers found a number of gene copies linked to cognition in humans and other mammals that could underlie these behaviors.

?These gene copies were retained at a high rate in the platyfish, which give them a chance to evolve different functions,? Warren explains. ?In this case, we believe the extra gene copies gave platyfish and other related fish the ability to develop more complex behaviors, which is unexpected for many lower-level vertebrates.?

The National Institutes of Health, National Center for Research Resources and the Office of Research Infrastructure Programs funded the research.

The film and its talking head participants paint the picture in both broad strokes and fine detail.

Whatever one's political stripe regarding Israel, it's hard to dispute the impressions and perspective of the film's six eyewitnesses.

The level of candor here may not satisfy hard-liners of either stripe, but it can help viewers begin to formulate new questions about the philosophical, strategic and moral challenges of conflict, in particular "wars on terror."

Ultimately the movie feels evasive, and its flashy, digitally animated re-creations of military surveillance footage unpleasantly evoke the Call of Duty video games.

It offers startlingly honest insight into the Israeli-Palestinian conflict from some of those who called the shots.

As a political testament, the result is revealing and important.

Insightful, revelatory and profound, Moreh's Oscar-nominated documentary combines riveting interviews, archive footage and - yes - state-of-the-art photographic effects to offer a unique perspective on the Israel-Palestine issue.

Both journalistic coup and unsettling confirmation of the idea that 'you can't make peace using military means.'

Much like Errol Morris' "The Fog of War," Dror Moreh's film is a sobering inside look inside history, at mistakes made and opportunities missed.

Moreh employs a direct interviewing style, reminiscent of Errol Morris' work, to get the men to talk about their days leading Shin Bet.

Moreh gets some startling confessions and insights from each man but also misses the opportunity to truly challenge his subjects on their regard for democracy, basic human rights and their own accountability.

Bail hearing set for 2 men in Canada terror plot

TORONTO (AP) ? Two men face a bail hearing Tuesday after their arrest on charges of plotting a terrorist attack against a Canadian passenger train with support from al-Qaida elements in Iran, authorities said. The case has raised questions about Shiite-led Iran's murky relationship with the predominantly Sunni Arab terrorist network.

Chiheb Esseghaier, 30, and Raed Jaser, 35, had "direction and guidance" from al-Qaida members in Iran, though there was no reason to think the planned attacks were state-sponsored, Royal Canadian Mounted Police Assistant Commissioner James Malizia said Monday. Police said the men did not get financial support from al-Qaida, but declined to provide more details.

"This is the first known al-Qaida planned attack that we've experienced in Canada," Superintendent Doug Best told a news conference. Officials in Washington and Toronto said it had no connections to last week's bombings at the finish line of the Boston Marathon.

Charges against the two men include conspiring to carry out an attack and murder people in association with a terrorist group. Police said the men are not Canadian citizens and had been in Canada a "significant amount of time," but declined to say where they were from or why they were in the country.

The arrests in Montreal and Toronto bolstered allegations by some governments and experts of a relationship of convenience between Iran and al-Qaida.

Bruce Riedel, a CIA veteran who is now a Brookings Institution senior fellow, said al-Qaida has had a clandestine presence in Iran since at least 2001 and that neither the terror group nor Tehran speak openly about it.

"The Iranian regime kept some of these elements under house arrest," he said in an email to The Associated Press. "Some probably operate covertly. AQ members often transit Iran traveling between hideouts in Pakistan and Iraq."

U.S. intelligence officials have long tracked limited al-Qaida activity inside Iran. Remnants of al-Qaida's so-called management council are still there, though they are usually kept under virtual house arrest by an Iranian regime suspicious of the Sunni-/Salafi-based militant movement. There are also a small number of financiers and facilitators who help move money, and sometimes weapons and people throughout the region from their base in Iran.

Last fall, the Obama administration offered up to $12 million in rewards for information leading to the capture of two al-Qaida leaders based in Iran. The U.S. State Department described them as key facilitators in sending extremists to Iraq and Afghanistan. The U.S. Treasury Department also announced financial penalties against one of the men.

Alireza Miryousefi, spokesman for the Iranian mission to the United Nations, said the terrorist network was not operating in Iran.

"Iran's position against this group is very clear and well known. (Al-Qaida) has no possibility to do any activity inside Iran or conduct any operation abroad from Iran's territory," Miryousefi said in a statement emailed to the AP late Monday. "We reject strongly and categorically any connection to this story."

The investigation surrounding the planned attack was part of a cross-border operation involving Canadian law enforcement agencies, the FBI and the U.S. Department of Homeland Security.

The attack "was definitely in the planning stage but not imminent," RCMP chief superintendent Jennifer Strachan said Monday. "We are alleging that these two individuals took steps and conducted activities to initiate a terrorist attack. They watched trains and railways."

Strachan said they were targeting a route, but did not say whether it was a cross border route. Best said the duo had been under investigation since last fall. Their bail hearing was scheduled in Toronto on Tuesday.

Via Rail said that "at no time" were passengers or members of the public in imminent danger. Via trains_Canada's equivalent of Amtrak passenger trains in the U.S. ?carry nearly four million passengers annually.

In Washington, Amtrak president Joe Boardman said the Amtrak Police Department would continue to work with Canadian authorities to assist in the investigation. Via Rail and Amtrak jointly operate trains between Canada and the U.S.

Canada's Public Safety Minister Vic Toews said the arrests show that terrorism continues to be a real threat to Canada.

"Canada will not tolerate terrorist activity and we will not be used as a safe haven for terrorists or those who support terrorist activity," Toews said in the House of Commons.

U.S. Rep. Peter King, a New York Republican, said in a statement praising Canadian authorities for the arrests, that the attack was intended "to cause significant loss of human life including New Yorkers."

Muhammad Robert Heft, who runs an outreach organization for Islamic converts, and Hussein Hamdani, a lawyer and longtime advocate in the Muslim community, said one of the suspects is Tunisian and the other is from the United Arab Emirates. Heft and Hamdani were part of a group of Muslim community leaders who were briefed by the RCMP ahead of Monday's announcement.

Authorities were tipped off by members of the Muslim community, Best said. Hamdani said the police said they were very thankful to Muslim community leaders for that.

"It was sort of a thank you moment," Hamdani said. "This tip, this lead, came from the Muslim community. But for the Muslim community we would not be talking about an arrest today. This is evidence and proof that the Canadian Muslim community, rather than a community that should be seen as suspect, is in fact partners for peace and here is the proof of it."

Hamdani said he did not know if anybody in the room for the briefing knew the suspects. He called the al-Qaida connection to the Shiite theocracy of Iran "very strange.

He noted that police said al-Qaida didn't provide material support and that it was more guidance.

"What does that mean exactly?" Hamdani wondered. "It could be words of support or inspiration. It could be 'Here's the idea I think you should use it.'"

The Canadian Council on American-Islamic Relations, a national Muslim civil liberties organization, planned to hold a news conference in Toronto Tuesday afternoon to comment on the terror-related arrests.

A spokeswoman for the University of Sherbrooke near Montreal said Esseghaier studied there in 2008-2009. More recently, he has been doing doctoral research at the Institut national de la recherche scientifique, a spokeswoman at the training university confirmed.

Julie Martineau, a spokeswoman at the research institute, said Esseghaier began working at the center just outside Montreal in 2010 and was pursuing a Ph.D. in nanotechnology.

"We are, of course, very surprised," she said.

A LinkedIn page showing a man with Esseghaier's name and academic background said he helped author a number of biology research papers, including on HIV and cancer detection. The page says he was a student in Tunisia before moving to Canada in the summer of 2008.

The page carries a photo of a black flag inscribed with the Muslim declaration of faith: "There is no god but Allah and Muhammad is his prophet." The same flag was used by al-Qaida in Irag and then started being used by ultraconservative Islamic groups in Egypt, Tunisia, Mali and elsewhere across the region.

In Markham, Ontario, north of Toronto, police tape cordoned off half of a duplex, with officers remaining at the scene well into the night. Sanjay Chaudhary, who lives in the other half of the duplex with his family, said the RCMP questioned him about his neighbor Jaser, asking whether he knew him or spoke to him often.

Chaudhary said he didn't know his neighbor or the woman he believes is the man's wife but added "every day, we see them going out."

Monday's raid on the house stunned Chaudhary, who said the neighborhood is otherwise "peaceful."

The arrests came just a few months after two Canadians were discovered among militants killed in a terrorist siege at a gas plant in Algeria. At least 38 hostages and 29 militants were killed in the siege, including Ali Medlej and Xristos Katsiroubas, two high school friends from London, Ontario.

In 2006, Canadian police foiled the so-called Toronto 18 home grown plot to set off bombs outside Toronto's Stock Exchange, a building housing Canada's spy agency and a military base. The goal was to scare Canada into removing its troops from Afghanistan. The arrests made international headlines and heightened fears in a country where many people thought they were relatively immune from terrorist strikes.

Motion picture group will emphasize rating details

LAS VEGAS (AP) ? The Motion Picture Association of America announced changes to its movie rating system Tuesday, saying it wants to help parents make informed decisions at the multiplex.

The new system, rolled out as the "Check the Box" campaign, will include prominent descriptions explaining why a movie received its rating. Films that might previously have been stamped PG-13 with a sentence beneath the rating will now feature those same descriptions in large type next to the ratings code.

The changes announced by MPAA CEO Christopher Dodd in Las Vegas on Tuesday come in the aftermath of explosions at the Boston Marathon and recent shooting rampages, though the former U.S. senator did not address such examples directly.

The White House has called on the movie industry help parents monitor violence in media since the elementary school in Newtown, Conn., the state Dodd represented for 30 years as a Democrat until 2011. And in a sweeping proposal this year, President Barack Obama asked specifically for a stricter rating system.

Dodd announced the industry's plan at the annual movie-theater convention CinemaCon and spoke generally about the need to help parents "so they can make the best choices about what movies are right for their children to watch."

The MPAA began issuing ratings descriptions for every film rated PG or higher in 1990. Those descriptions will now feature more prominently.

One example read, "An intense scene of war violence, some images of carnage, brief strong violence."

"We're changing the way they're presented so that they're easier to read," MPAA spokeswoman Kate Bedingfield said.

Some observers had hoped Dodd might use his keynote address to signal to the industry that the MPAA would begin assigning R ratings to all hyper-violent movies, potentially limiting their audience and quashing their box office appeal.

Conservative groups have for years accused the MPAA of "ratings creep," a ratcheting down of ratings in the interest of profits, so that material once considered a PG-13 now gets a PG and what once was an R is now a PG-13.

"I am not moved," said Tim Winter, the president of nonpartisan Parents Television Council "I think this is a distinction without a difference. A cynical view of the announcement today is, How can the MPAA protect themselves and continue a toxic level of violence, especially in PG-13 movies, while providing themselves cover from all the scrutiny?"

Gun control advocacy groups greeted the announcement with a shrug.

The MPAA will bolster the campaign with a public service announcement that will be shown before movies and posters that will appear in theaters across the country. It will also update its green pre-trailer screens to clarify that the trailer is approved for the audience viewing the main feature.

Md. health secretary says state prepared to help addicts | Maryland ...


ANNAPOLIS ? More than 41,000 drug and alcohol addicts in Maryland are estimated to be eligible for health insurance next year under the federal health overhaul, according to the federal Substance Abuse and Mental Health Services Administration, and Maryland?s health secretary said the state is well-positioned to handle added numbers who seek treatment due to big state investments in recent years.

Maryland invested more than $100 million a year of state money to support drug treatment, on top of Medicaid money that many other states rely solely on to help pay for drug treatment, Dr. Joshua Sharfstein said in a recent interview with The Associated Press.

?There are tens of thousands of people in treatment, and a lot of them are supported through Medicaid. And then, on top of the Medicaid, there is state-supported treatment, which doesn?t even exist in many other states,? Sharfstein said.

The number of additional drug addicts who will be eligible for health insurance will increase by about 20,000 after Maryland expands Medicaid as planned under federal health care reform.

?Pressure on our substance abuse treatment system to serve more people is a problem I would like to have,? said Sharfstein, who was the U.S. Food and Drug Administration?s No. 2 official before becoming Maryland?s health secretary in 2011. ?We want people to get substance abuse treatment. It allows them to gain independence and transform their lives, and it leads to less criminal behavior, more employment and better outcomes for individuals and their families.?

Maryland currently has an estimated 423,000 people who need treatment for substance abuse, about 9 percent of the population, the federal Substance Abuse and Mental Health Services Administration said. An estimated 58,000 of them are receiving treatment. Maryland also has 3,012 beds at treatment facilities, with about an 89 percent occupancy rate, the administration estimates.

Maryland has seen a big increase in spending on outpatient substance abuse treatment in recent years. For example, Medicaid spending for outpatient treatment increased by 165 percent from fiscal year 2009 to fiscal year 2011 in total funds, according to a report the state health department sent last year to lawmakers.

In January 2010, the health department expanded drug treatment goals through three initiatives, including an increase in service reimbursement rates to Medicaid providers. The department also expanded a benefit package of the Primary Adult Care program to include outpatient substance abuse treatment. It also improved the ability of enrollees to self-refer for services. The department paid for the expansion by annually transferring state-only funds from the Alcohol and Drug Abuse Administration grant program to the Medicaid program. That enabled Medicaid to draw down federal matching funds and expand total funding in the system.

Sharfstein sees any need to expand services as a positive development.

?I think the treatment system will be able to handle more people, and if the demand rises to the point that the treatment system has to grow, it should grow,? the health secretary said.

Ex-official arrested in probe of prosecutor slayings

KAUFMAN, Texas (Reuters) - A former justice of the peace in Kaufman County, Texas, whose home was searched as part of the probe into the killings of the local district attorney, his wife and a prosecutor, has been arrested on suspicion of threatening violence, officials said on Saturday.

Eric L. Williams, 46, was arrested on Friday on charges of making a "terroristic" threat, which generally involves a threat to commit violence, according to the Kaufman County jail website. Kaufman County is just east of the Dallas-Fort Worth area.

It was not immediately clear whether the alleged threat had any connection to the slayings, which along with the March slaying of the Colorado prisons chief raised concerns about public officials being targeted by criminal elements.

Kaufman County District Attorney Mike McLelland and his wife, Cynthia, were found shot to death on March 30 at their home near Forney, 22 miles from Dallas, two months after Assistant District Attorney Mark Hasse was gunned down execution-style. McLelland had publicly vowed to capture Hasse's killer.

The arrest of Williams marked at least the third time investigators in the case have taken a person into custody over an alleged threat, and came as Texas authorities were seeking to double an existing $200,000 reward to find the killers.

Williams has not been named as a suspect in the slayings. He lost his position as justice of the peace in Kaufman County after being convicted last year of theft, according to local media reports.

His attorney, David Sergi, said in a statement on Friday that his client "has cooperated with law enforcement and vigorously denies any and all allegations," according to local news station KXAS-TV, an NBC affiliate.

Sergi did not return calls on Saturday.

SEARCH WARRANT

A jail official confirmed that Williams' bail was set at $3 million in connection with the charge against him, but she could not release further details.

Kyle Bradford, a spokesman for the Texas Department of Public Safety and the Texas Rangers, said authorities served a search warrant at Williams' home on Friday.

Richard Mohundro, who lives next door to Williams' house in Kaufman County, said he watched from his porch as police poured into the neighborhood on Friday afternoon. "There were cops everywhere and I thought, 'Oh my God,'" he said.

Officers were there until around midnight and took out bins filled with documents and computers, Mohundro said.

On Saturday, FBI agents and Texas Rangers also searched several storage units in the town of Seagoville as part of the probe into the slayings, the Dallas Morning News reported. It added that a car had been found in one of the units.

It was not immediately clear who the units belonged to. An FBI spokeswoman did not immediately return calls seeking comment on the developments, nor did a spokesman for the Kaufman County Sheriff's Department.

After the slayings of Hasse and the McLellands, investigators had tested Williams for gun residue and they examined his cell phone, but they did not name him as a suspect, according to the New York Times.

The theft conviction against Williams last year centered on his removal of computer monitors from a public building, according to a report on the trial from The Forney Post newspaper. Hasse prosecuted the case, according to the paper.

Police investigating the slayings previously have arrested others on a charge of making a public threat.

The Texas Rangers arrested a man on April 4 accused of using Facebook to threaten violence against an assistant district attorney. Two days earlier, authorities arrested another man suspected of making a telephone threat against a county official on a tip line set up for the case.

U.S., China agree to work together on cyber security

BEIJING (Reuters) - China and the United States will set up a working group on cyber-security, U.S. Secretary of State John Kerry said on Saturday, as the two sides moved to ease months of tensions and mutual accusations of hacking and Internet theft.

Speaking to reporters in Beijing during a visit to China, Kerry said the United States and China had agreed on the need to speed up action on cyber security, an area that Washington says is its top national security concern.

Cyber security, Kerry said "affects the financial sector, banks, financial transactions, every aspect of nations in modern times are affected by the use of cyber networking and obviously all of us - every nation - has an interest in protecting its people, protecting its rights, protecting its infrastructure".

Earlier, China's official Xinhua news agency quoted Foreign Minister Wang Yi as telling Kerry in their meeting that China and the United States should make joint efforts to safeguard cyberspace.

Cyberspace should be an area where the two countries can increase mutual trust and cooperation, Wang told Kerry, according to Xinhua.

Beijing and Washington have traded accusations in recent months of massive cyber intrusions. The United States says hacking attacks emanating from China have targeted U.S. government and corporate computer networks among others, stealing government and commercial data.

A U.S. computer security firm released a report in February saying a secretive Chinese military unit is believed to be behind a wave of hacking attacks against the United States.

China claims it is the victim of large-scale cyber attacks from the United States, though it has given few details. Wang repeated to Kerry the Chinese government's oft-stated position that it opposes any form of hacking.

The working group announcement follows other recent calls for dialogue and cooperation. Officials and business executives attending a China-U.S. Internet Industry Forum in Beijing this week sought to find common ground.

"It's important to have a dialogue on this, but it's also important that the dialogue be a means to an end, and the end is really ending these practices," Under Secretary of State for Economic Affairs Robert Hormats, who spoke at the forum, told Reuters in an interview.

Last month China's premier, Li Keqiang called for both sides to stop the war of words over hacking.

ST. LOUIS (AP) - Shelby Miller's lone regret is it took a lot of work to send Milwaukee Brewers hitters trudging back to the dugout.

The 22-year-old rookie allowed one hit in seven innings, a single by Norichika Aoki to open the game, and the St. Louis Cardinals had just enough to spoil Kyle Lohse's first start as a visitor since 2007 in a 2-0 victory on Friday night.

"He was impressive," closer Mitchell Boggs said. "He's been impressive since he got to St. Louis, so I don't think anybody's surprised by what he's doing."

Miller, a first-round draft pick in 2009, has worked 13 scoreless innings in two career starts at Busch Stadium. Faster outs, Miller reasoned after throwing 113 pitches, and he might have gone the distance against Milwaukee.

"They were battling me all night, they weren't giving in at all," Miller said. "At the end of the day I found a way to get them out.

"It was usually seven pitches later, but as long as I'm getting them out I guess that's all that matters."

Miller didn't trick the Brewers, held to two hits overall and shut out for the first time this season. He just overpowered them.

"They were trying to catch up with it," manager Ron Roenicke said. "After the first time through, it wasn't like he was surprising them. They just weren't catching up to it."

A near-sellout crowd of 42,528 bundled up on 44-degree night for the second Stan Musial tribute of the opening homestand, featuring a harmonica giveaway and the unveiling of a memorial plaque attached to the iconic Musial statue outside Busch Stadium. Seven members of the Musial family threw simultaneous first pitches and Musial's No. 6 was cut into the outfield grass in center.

David Freese had an RBI single at the end of a three-hit flurry to open the second and Yadier Molina hit his second homer in the seventh for the Cardinals, who have allowed one run during a three-game winning streak.

Lohse, a 16-game winner whom the Cardinals did not attempt to re-sign, allowed two runs in seven innings while throwing 82 pitches - 31 fewer than Miller needed. He received a nice ovation before his first at-bat leading off the third, with hundreds of fans standing.

"It was pretty cool," Lohse said. "I felt like I did my thing here and it was appreciated."

Miller (2-0) had a career-best eight strikeouts in his third career start, one more than he had in his debut against the Reds in the 2012 regular-season finale. He retired his final 17 in order after hitting Alex Gonzalez with one out in the second, and fanned Ryan Braun and Carlos Gomez twice each.

Lohse (0-1) pulled a nice escape in the second, holding the Cardinals to one run after giving up three straight hits. He allowed one hit the next four innings before Molina homered with one out in the seventh.

He's still rounding into form after signing a three-year, $33 million free agent deal on March 25, and facing the Cardinals posed an additional challenge.

"I didn't get ahead of as many guys because I was trying to be really careful knowing that they know me," Lohse said. "I didn't want to groove any first-pitch fastballs or anything."

Lohse, who is 30-18 with a 3.39 ERA at Busch Stadium, made his first start in St. Louis in an opposition uniform since a 5-1 win for the Reds on June 7, 2007.

Trevor Rosenthal retired the side in order in the eighth and Boggs stranded two runners in the ninth, striking out Braun and Rickie Weeks to earn his second save in four chances to wind up a game played in 2 hours, 15 minutes.

"I take a lot of pride in what I do," Boggs said. "That was a big one for me and a little emotion shows."

Carlos Beltran led off the first with a broken-bat single that gave him a .575 average (23 for 40) against Lohse, and the Cardinals had runners on second and third after Braun, leaving his feet at the last second on a running attempt, couldn't hang onto Molina's double to the gap to left-center. Freese singled up the middle on the next pitch to put St. Louis ahead, but Lohse got eighth-place hitter Pete Kozma on a called third strike and Miller grounded into a double play.

NOTES: Aoki is 12 for 25 during a six-game hitting streak. ... Cardinals rookie Matt Adams, the backup first baseman, was on the bench despite his .643 average. "He's done a nice job for them," Brewers manager Ron Roenicke said before the game. "Hopefully, he's not in there a lot." ... Research from Western University and Lawson Health Research Institute sheds new light on a gene called ATRX and its function in the brain and pituitary. Children born with ATRX syndrome have cognitive defects and developmental abnormalities. ATRX mutations have also been linked to brain tumors. Dr. Nathalie B?rub?, PhD, and her colleagues found mice developed without the ATRX gene had problems in in the forebrain, the part of the brain associated with learning and memory, and in the anterior pituitary which has a direct effect on body growth and metabolism. The mice, unexpectedly, also displayed shortened lifespan, cataracts, heart enlargement, reduced bone density, hypoglycemia; in short, many of the symptoms associated with aging. The research is published in the Journal of Clinical Investigation.

Ashley Watson, a PhD candidate working in the B?rub? lab and the first author on the paper, discovered the loss of ATRX caused DNA damage especially at the ends of chromosomes which are called telomeres. She investigated further and discovered the damage is due to problems during DNA replication, which is required before the onset of cell division. Basically, the ATRX protein was needed to help replicate the telomere.

Working with Frank Beier of the Department of Physiology and Pharmacology at Western's Schulich School of Medicine & Dentistry, the researchers made another discovery. "Mice that developed without ATRX were small at birth and failed to thrive, and when we looked at the skeleton of these mice, we found very low bone mineralization. This is another feature found in mouse models of premature aging," says B?rub?, an associate professor in the Departments of Biochemistry and Paediatrics at Schulich Medicine & Dentistry, and a scientist in the Molecular Genetics Program at the Children's Health Research Institute within Lawson. "We found the loss of ATRX increases DNA damage locally in the forebrain and anterior pituitary, resulting in systemic defects similar to those seen in aging."

The researchers say the lack of ATRX in the anterior pituitary caused problems with the thyroid, resulting in low levels of a hormone called insulin-like growth factor-one (IGF-1) in the blood. There are theories that low IGF-1 can deplete stores of stem cells in the body, and B?rub? says that's one of the explanations for the premature aging. This research was funded by the Canadian Institutes of Health Research.

Lyons duo shines at Roadrunner Invitational

NORTON, Mass. ? Two members of the Wheaton College men's track and field team have earned weekly awards from the New England Women's and Men's Athletic Conference (NEWMAC), it was announced yesterday.

Senior Sam Fear (Bath, Maine/North Yarmouth Academy) was named the NEWMAC Field Athlete of the Week and sophomore Ben Sharma (Lexington, Mass./Lexington) garnered NEWMAC Track Athlete of the Week accolades.

Fear finished fifth overall in the high jump clearing a height of 6-feet and 0.75-inches at the Roadrunner Invitational on Saturday. Fear has now competed in the high jump three times this season posting a height of 6-feet for fifth place overall at the Bridgewater State University Invitational on March 23 and a height of 5-feet, 10-inches at the Snowflake Classic on March 30. Fear also helped the Lyons to a second place finish in the 4x400-meter relay at the Bridgewater State University Invitational with a combined time of 3:36.03.

Sharma ranked fifth overall in the 110-meter hurdles with a time of 15.81-seconds and ninth overall in the 400-meter hurdles in 58.85-seconds this past weekend. Both times for Sharma are season-bests as the sophomore surpassed his previous season-high times of 15.88-seconds (110-meter hurdles) and 1:00.37 (400-meter hurdles) at the Snowflake Classic. Sharma finished fourth in the 110-meter hurdles and seventh in the 400-meter hurdles (1:00.37) in those respective events two weeks ago.

Wheaton returns to action on Saturday, April 13 at the Brown University Invitational.

US Won't Lead New Manned Moon Landings, NASA Chief Says

NASA chief Charles Bolden says the space agency won't be sending astronauts to land on the moon any time soon, according to press reports.

The U.S. space agency won't lead the way back to the moon in the foreseeable future in order to maintain its focus on manned missions to an asteroid, and eventually Mars, Bolden said during a joint meeting of the Space Studies Board and the Aeronautics and Space Engineering Board last Thursday (April 4), according to a?SpacePolitics.com report by Jeff Foust.

"NASA will not take the lead on a human lunar mission," Foust quoted Bolden as saying. "NASA is not going to the moon with a human as a primary project probably in my lifetime. And the reason is, we can only do so many things."

Instead, he said the focus would remain on human missions to asteroids and to Mars. "We intend to do that, and we think it can be done," Bolden said. [Most Amazing Moon Missions in History]

Bolden's comments on new manned moon missions came in response to a suggestion that the scientific community, as a whole, is not enthusiastic about pushing ahead with a manned mission to an asteroid by 2025 ? an idea endorsed by President Barack Obama in 2010.

In April 2010, Obama called on NASA to pursue the manned asteroid mission as a precursor to sending astronauts to Mars in the mid-2030s. That new space vision, unveiled just after Obama canceled NASA's moon-oriented Constellation program, which sought to send astronauts on new lunar landing missions, in favor of the asteroid and Mars plan.

During the April 4 meeting, Bolden apparently made it clear that NASA does not plan to lead the charge back to the moon's surface.

"I don?t know how to say it any more plainly," Bolden said, according to Foust. "NASA does not have a human lunar mission in its portfolio and we are not planning for one."

With Obama now in his second term, Bolden also warned that if the next presidential administration chooses to make another major course change in NASA's human spaceflight program, such a change would mean "we are probably, in our lifetime, in the lifetime of everybody sitting in this room, we are probably never again going to see Americans on the moon, on Mars, near an asteroid, or anywhere. We cannot continue to change the course of human exploration."

NASA made history on July 20, 1969 when Apollo 11 astronauts Neil Armstrong and Buzz Aldrin became the first humans ever to walk to on the moon. Five more successful moon landings would follow until 1972, when the series ended with NASA's Apollo 17 mission.

Since then, NASA has launched many unmanned missions to the moon, including the prolific Lunar Reconnaissance Orbiter, which has actually photographed the Apollo moon landing sites and is still active today. In the last decade, Japan has explored the moon with its Kaguya orbiter, while India explored the lunar surface from orbit with its Chandrayaan 1 spacecraft. China has launched two orbiter missions to the moon, Chang'e 1 and Chang'e 2, and is preparing to launch a third flight ? the Chang'e 3 mission ? later this year that is expected to include an orbiter, lander and rover.

Syria: Suicide car bombing kills 15 in Damascus

DAMASCUS, Syria (AP) ? A suicide bomber detonated a car packed with explosives on Monday in a busy residential and financial district of central Damascus, killing at least 15 people, setting cars and buildings on fire and sending plumes of black smoke rising the capital, Syrian state-run media said.

The explosion came as U.N. chief Ban Ki-moon said inspectors were ready to deploy to Syria within 24 hours to investigate reports of chemical weapon attacks, but have not yet received permission from President Bashar Assad's government.

The blast, described by state-run Syrian TV as a terrorist suicide bombing, occurred near Sabaa Bahrat Square, one of the capital's biggest roundabouts. The Syrian central bank, the Finance Ministry and state-run investment agency, a mosque and a school are located nearby.

The explosion also wounded 146 people, according to the official news agency SANA.

It was the latest in a series of car bombs and suicide bombings to hit the Syrian capital in recent months. The two-year civil war, which the U.N. says has killed more than 70,000 people, has become increasingly chaotic as rebels press closer to Assad's seat of power in Damascus after seizing large areas in northern and eastern parts of the country.

TV images showed thick black smoke billowing from a wide street with several cars on fire. At least six bodies were seen lying on the pavement. Paramedics carried a young woman lying on a stretcher, her face bloodied, into an ambulance.

Shaken teenage students holding their backpacks were seen walking away. The blast occurred some 20 meters (yards) from the Bukhari School.

Among the buildings damaged was the state-run Syrian Investment Agency. Several cars in the building's parking lot were set ablaze in the explosion. Witnesses said a suicide attacker tried to storm the building with his vehicle but was stopped by guards. He then detonated his explosives outside the building.

In the early days of the uprising, the Sabaa Bahrat Square was home to huge pro-regime demonstrations that took place with a giant poster of Assad hanging as a backdrop over the central bank building.

"I was in the square when I heard a strong explosion that threw me on the ground," civil servant Hussein Khalil, 32, told The Associated Press at the scene. "I ran and saw what happened."

Electrician Mohammed Ali Kheir, 21, said he was nearby and felt the pressure of the blast. "I immediately ran here and helped paramedics evacuate four wounded people," he said.

"Is this the freedom that Qatar and Saudi Arabia want?" asked the man, referring to the Gulf Arab countries that have backed Syrian rebels fighting to remove Assad from power.

In Syrian TV footage, one woman shouted sarcastically: "Thank you, Hamad!" She was referring to the emir of Qatar, a major rebel supporter. "Is this what you want?" she asked.

Assad's regime denies there is a popular uprising and refers to the rebels as "terrorists" and "mercenaries," allegedly backed by foreign powers trying to destabilize the country.

Prime Minister Wael al-Halqi, visiting the scene, said the blast targeted the Syrian economy.

"This is the work of cowards," he said, vowing that the army would continue to crush all armed groups.

According to the TV footage, the dead included a young man whose face was blown off by the force of the blast. Shortly after, another man is seen covering the victim's head with his T-shirt.

Nearby, several men are seen twisting the wreckage of a car, trying to rescue a man who appears motionless in the back seat of a car.

Fire fighters struggled to extinguish flames that engulfed the two buildings near the site of the explosion as well as a row of cars near the roundabout.

The last large explosion in central Damascus was on March 21, when a suicide bomb ripped through a mosque in the heart of the capital. That bombing killed 42 people, including a top Sunni Muslim preacher and outspoken supporter of Assad in what was one of the most brazen assassinations of the war.

A month earlier, a suicide car bombing near the ruling Baath Party headquarters, just a few blocks from Monday's site, killed 53 people and wounded more than 200, according to state media.

Anti-regime activists at the time put the death toll at 61, which would make it the deadliest bombing in the capital in the two-year Syrian civil war.

There was no claim of responsibility for those two Damascus attacks and there was no immediate claim for Monday's blast.

In the past, Jabhat al-Nusra, an Islamic militant group with ties to al-Qaida that the U.S. has designated as a terrorist organization, has claimed responsibility for some of the deadliest suicide bombings targeting regime and military facilities across the country.

The violence has shattered the sense of normalcy that the Syrian regime has desperately tried to maintain in Damascus, a city that was until recently mostly insulated from the bloodshed and destruction that has left other urban centers in ruins.

The anti-Assad rebels launched an offensive on Damascus in July after a stunning bombing on a high-level government crisis meeting that killed four top regime officials, including Assad's brother-in-law and the defense minister. Following that attack, rebel groups that had established footholds in the suburbs pushed in, battling government forces for more than a week before being routed and swept out.

Since then, government warplanes have pounded opposition strongholds on the outskirts of the capital, and rebels have managed only small incursions on the city's southern and eastern sides. More recently, they have taken to firing deadly mortar shells deep into the capital as way to loosen the regime's grip on power.

Assad's government has asked the U.N. chief to investigate an alleged chemical weapons attack by rebels on March 19 on a village in northern Syria. Both the rebels and the regime traded blame for the alleged attack in the village of Khan al-Assal in the northern Aleppo province, which has not been confirmed.

Also Monday, a Syrian human rights group said nearly 9,000 Syrian government troops have been killed since the uprising started in March 2011. The Syria-based Violations Documentation Center, which tracks the dead, wounded and missing, said 8,785 Syrian troops have died in the fighting.

It said the rare report on the regime's death toll was compiled from government and opposition sources.

At the start of the revolt, authorities published names of the fallen troops daily. As the uprising turned more violent and eventually became a civil war, reports of casualties on the government side vanished from the public domain.
